$300 CDC Vouchers & GST Payouts in 2025: All You Need to Know

As observed in March 2025, the Government of Singapore continues to honour its commitment to supporting households through the Community Development Council (CDC) Vouchers and the Goods and Service Tax (GST) Voucher Scheme. These initiatives are meant to help families with daily expenses, utility bills, and healthcare needs while easing the cost of living for lower- and middle-income families.

CDC Vouchers: Amounts, Eligibility, Redemption

Each household in Singapore is entitled to a total of S$300 in CDC Vouchers for the year 2025. The first disbursement phase gives S$150 between January to June 2025, while the second phase gives S$150 from July to December 2025. The S$300 vouchers are fully digital, applicable at heartland merchants, hawkers, supermarkets, and essential service providers. Households which have not claimed the first phase by March still have time to do so, as all the vouchers will expire on December 31, 2025.

For CDC Vouchers eligibility, a household must have at least one Singapore citizen and a Singpass account. The vouchers may be claimed by only one person in each household. Beginning January 3, 2025, the vouchers will be available for claim to all eligible households through the CDC voucher official website.

Eligible households may log in using Singpass, claim the vouchers before they expire, and spend them at participating outlets. A full directory of participating outlets can be found on the CDC portal.

GST Voucher Scheme’s Components and Disbursement

The GST Voucher Scheme provides comprehensive financial assistance to those worst hit by the GST hikes. The scheme has four components: Cash, MediSave, U-Save, and Service & Conservancy Charges (S&CC) rebates.

The cash component gives direct financial assistance to eligible Singaporeans for their daily living expenses. MediSave helps elderly persons in crediting sums into their MediSave accounts for medical expenses. The U-Save rebate reduces the utility bills of eligible HDB households, while the S&CC rebate reduces monthly maintenance and conservancy charge bills for HDB households.

In order to be eligible for the GST Vouchers in 2025, a person must be a Singapore citizen aged at least 21 years, with an annual income from work that does not exceed S$34,000 based on Year of Assessment 2024, and must own only one property with an Annual Value (AV) ascribed not exceeding S$25,000 as of 31 December 2024. The assessment for eligibility is done automatically based on government records and updates may be required for bank details from some individuals for receiving payments on time.

In April 2025, the eligible households will receive the second quarter of U-Save rebate. The rebate amount depends on the type of HDB flat. Households in 1- or 2-room flats will get S$95. Those in 3-room flats are getting S$85, while 4-room flats will get S$75. Households in 5-room flats will receive S$65, and executive flats S$55. These rebates are credited directly to utility accounts.

In addition to the U-Save rebates, S&CC rebates would also be awarded to eligible households in April 2025. To be eligible for this, households must reside in an HDB flat, include at least one Singaporean citizen, and must not own private property. These will be credited automatically into S&CC monthly bills.

Later in the year, disbursement of other components under the GST Voucher Scheme will take place. The GST Vouchers – Cash and MediSave benefits are slated for disbursement in August 2025. It varies according to income and property value, while MediSave top-ups range from S$150 to S$450, depending on the recipient’s age and whether he owns property.
